Guidance on Appointment and Employment of NHS Locum Doctors
HISTORY:
The four publicly funded healthcare systems in the countries of the United Kingdom, and the overall system, make up the National Health Services (NHS). The systems are primarily funded through central taxation. The services provide a comprehensive range of health services, the vast majority of which are free at the point of use for residents of the United Kingdom. The four systems are quite independent, and operate under different management, rules, and political authority. The individual systems are:
INTRODUCTION:
NHS Employers have fixed out guidance and values for the employment of NHS locum doctors. All employers and locum agencies in England must obey with these standards. LOCUM?: A doctor standing in for an absent doctor or temporarily covering a vacancy. QUALIFICATION:
All locums be supposed to meet the criteria for the position they are selected to and be appropriately skilled and practiced for the obligatory duties. Locum appointments should not be made if there are any uncertainties about earlier presentation or if there is a lack of engagement with assessment or revalidation. HOW LONG CAN A LOCUM STAY IN POST: Locums only should be a momentary gauge of partial period for unanticipated absences e.g. sick leave. Six standards are required in England – ID check, Right to work check, registration and qualifications check, employment history and refs check, criminal records check and occupational health check. In addition employers should make certain locums have the essential English language skills for safe and effective communication. REQUIREMENTS FOR LOCUMS FROM OUTSIDE THE UK: Doctors from within the European Economic Area (EEA) are permitted to register with the GMC. All added International medical graduates must offer proof of a acceptable standard of English (IELT or PLAB). There is a evaluation of existing provisions but they are not due to change until 2014 at the earliest. HOURS OF WORK FOR A LOCUM:
Same rules apply as for substantive posts – as per Working Time Regulations and other standard guidance of the hospital. PAY SCALE GUIDES: As per the Medical and Dental Pay Circulars. REVALIDATION FOR LOCUM DOCTORS: All locums must have appraisals and a responsible officer (RO) as per GMC guidance. The GMC have an online tool to help doctors recognize the type of association that is their designated body. |
